When I moved to Washington, one of the first things I noticed when I got here was how silly the vehicle registration system is. Then, I noticed that the HOV tolls are inconsistent. Then, I noticed that the good to go pass was a debit system. These are horribly stupid ideas.
Not only that, but the legislature recently imposed Capital Gains taxes, and a personal income tax that they laughingly call "Washington Cares". Again, not only are these horribly stupid ideas, but are contrary to the Washington State Constitution.
My solution is this: We repeal all Capital Gains and personal State income taxes. Again, they are unconstitutional, not to mention horribly stupid. Next, we cap B&O taxes to 4.5%, then repeal all other annual taxes like the syrup handler's fee and the and fuel handling fees. After that, we lure businesses back to Washington with our low business costs. Finally, we overhaul the transportation tax system.; We set the vehicle registration fee at 2.5% of Kelly Blue Book Value. Next, we eliminate the location-based fee system and make the registration fees uniform throughout the state. Finally, we replace the "Good to Go" system with a monthly pass system, priced between $200.00 and $300.00 dollars per month, that will allow for unlimited access to HOV lanes, Toll bridges, and ferries. We will also add to the pass unlimited use of camping, fishing, and hunting for an extra $30.00 per year fee.
I feel that this is the best way to help the citizens of the state of Washington keep money in their pockets while not having to worry about how to get around. I also think that this will increase tax revenue while eliminating all state level personal income taxes. The citizens of Washington state deserve better than to pay high tax prices for failing systems.
